Mr. Mills is an asset to our community.  His willingness to step up and make the commitment to serve Union County again will begin an era of trust and comfort in our leadership.

Mr. Mills has proven his service to Union County as a past County Commissioner. Also, he is a respected businessman and has the past history of a man who will provide the trusted leadership our county so needs.

Within the next week or so, we will start to publish his outlooks on the future of Union County and his wishes to listen to the people of our county.  We need commissioners that will do what they say and listen to people who have concerns about our county's future.

Mr. Mills feelings and position:

SET THE RECORD STRAIGHT

bullet As for the Wal-Mart the board of Commissioners will never vote on this issue if it is not a re-zoning matter. Wal-Mart can already build a 120,000 sq. ft. facility. This issue is in the hands of the Board of Adjustments. Again, this is not an issue that the Commissioners will vote on. I am not in favor of a Super Wal- Mart. I agree that is too much at that location. I feel that funding a private lawsuit with taxpayer money is not in the best interest of Union County. It creates a dangerous precedent. If this was a re-zoning matter and it came to the Commissioners to vote, I would not approve it.
bullet The only changes that I plan to make on the Board of Adjustments is to go back to township districts and no at-large members. It is a quasi- judicial board that should be completely immune from political pressures.
bullet My idea for funding the schools is a residential school tax district which will have to pass the General Assembly. This is similar to a fire tax district. One hurdle has been surpassed in that the homebuilding industry is in support. I am very supportive of schools since I have three daughters in Union County public schools. I have supported the schools financially through sponsoring golf tournaments, feeding the high school football team before every game for a number of years even cleaning band uniforms for FREE. Just recently Ginger Leppert picked up a check from my house for $1500.00 to sponsor the Marvin Elem. Golf tournament. The same night my friend Steve Smith was helping me kick off the boy scouts annual fundraiser. That event raised $58,000.00.
bullet The APFO, when it is challenged, would only bring in 25% of revenue. If it is ruled an impact fee it could cost this county more in legal fees than it brings in revenue. It will probably be ruled an impact fee which is illegal in North Carolina. I have a draft I just received today and I am looking forward to reading it. I prefer to work with the builders and developers to solve the problems of managing growth. Finger pointing and name calling will not work. They should be part of the solution. I feel I will be able to work out a voluntary donation per lot from the builders for school construction.
bullet As for growth, I am in favor of managed and controlled growth. We need to encourage commercial development. This is the best way to support our schools. Commercial development increases the tax base and creates sales tax revenues that fund schools. I have developed several commercial properties. The latest is in Waxhaw. This property has created many jobs and increased the tax base.

 

From the very beginning I have ran alone. I am not part of a team like the "SOS" team. I am an independent thinker and have a very strong work ethic. I am a businessman and feel the county should be ran as one. My many supporters are county wide as evident in 95% of my votes came from all over the county. Yes, I am supported by builders, but I'm also supported by teachers, civic leaders, farmers, bankers and senior citizens. In whole I am supported by the business community. They support me for my ability to make common sense decisions, careful planning and the ability to establish a budget and adhere to it.

FACT:  

  1. Union County is the FASTEST Growing County in North Carolina .

 

  1. The Infra-Structure (schools, sewer system, planned economic development & more) is NOT in place to handle this growth.

 

  1. Too many county government decisions are made on emotion and self-interest, not good fiscal management.

 

  1. The present Board of Commissioners lacks the vision and planning skills to look 5 to 10 years ahead and figure out what needs to be done.

 

TODAY! QUESTIONS THAT MUST BE ADDRESSED:

 

  1. SCHOOLS - Where are we going to build them?  What size?  Two-story?  (43 trailers at Marvin Elementary -  what kind of foresight are that?)

 

  1. SEWER CAPACITY - what impact does that have on economic and       residential growth? (Further business and residential development will come to a standstill if this problem (and it’s a major one!) isn’t addressed).

 

  1. INTERGOVERNMENT COMMUNICATION - are the city of Monroe and all       the municipalities actually talking to each other as much as they should?    (You would be amazed at how much they aren’t...and how that affects you.)

 

  1. PLANNED GROWTH - did you know the building industry affects almost       every aspect of Union County ’s economic life?  The Board of Commissioners plays a key role in that planning and in what that industry can and cannot do.

 

  1. REPRESENTATION - are the commissioners really listening and asking the residents what they want? (We need more seats on the Board of Commissioners to better represent each area of the county!)
